The Villagio Mall Resume business as usual: have they learned their mistakes?

The Villagio Mall Resume business as usual: have they learned their mistakes? .....after the recent fire tragedy in Villagio Mall wherein 19 people were perished with most of the victims are children and some firemen where injured while controlling the fire and put it under control and conducting rescue operation..Is the Civil Defense and all concerned parties with have learned from that mistakes?...although they've instituted stiffer measures, conducting daily inspection and closing down on establishments that do not comply to the stiffer guidelines and regulations...is the root of the problem have been resolved? or is it just a bureaucratic performance and making statements "that al things are now under control"?...after that recent incident several fire incidents have ocurred in some parts of this country and the civil defense have been on their toes taking those incidents under control...

...We as the professionals who are directly conceptualize and suggests effective design and measure on the structure we are dealing and constructing it...what other pervading thoughts that has been itching within you to speak it out that would be helpful to the people who are currently formulating guidelines and standard for the betterment and detterent of it?
